[Regression] Sprite viewer/Tile viewer displays wrong hex-values for colors #1648

Take for instance, this green:

mGBA tile viewer comparison

0.7.3 presents the unscaled value 00F800. 0.8b1 (and the latest hourly) say it has a blue component, with 00C6FF. My image editor of choice (Paint.NET) disagrees and says it is 00FF00.

I traced this issue back to 5896-178348d, so presumably the alteration made there to fix #1511 wasn't quite implemented correctly.

It may not be necessary, but if you really want to reproduce this specific example, you can do so by opening Game & Watch Gallery 4, starting the Fire Modern subgame (you must choose Modern, but difficulty shouldn't matter). Then open the tile viewer, switch the palette number to 7, go to tile 193 and click on the green two pixels to the left of Yoshi's nostril. There are probably simpler ways to reproduce.
